In this report, since the transition of non-governmental organizations to the new government system in 2018, three commissions (Petition Commission, Human Rights Inquiry Commission and the Commission for Equal Opportunities for Women and Men evaluates applications within the framework of human rights monitoring indicators.

According to the report, the right to petition is not used effectively by civil society. The report essentially examines three different commissions in the legislature authorized to receive petition applications.

Thus, the participation of NGOs in the Assembly's work and the results obtained during the research process were evaluated. Lack of knowledge about the right to petition and the right to apply politically is the main reason that CSOs cannot use their right to petition effectively. In addition, there are structural problems such as the low number of NGOs that have an advocacy strategy to apply for a petition and then follow up the results.

According to the report, it is observed that the current political polarization has an effect in the field of civil society. In the new government system, NGOs may not use their right to petition due to the judgments that the effect of the Parliamentary committees has decreased, their applications will not be concluded, and sometimes due to their political perspectives.
