Support Program First Term Summary

During the first implementation period of the Child, Early, and Forced Marriages (CEFM) Prevention Support Program, which we conducted in collaboration with the United Nations Population Fund (UNFPA) from July 2022 to June 2024, we supported 10 projects. While these projects were completed in April 2024, we provided regular technical support to civil society organizations (CSOs) throughout the implementation process, aiming to strengthen their organizational capacities, enhance communication and visibility activities, and improve technical and financial reporting processes. The projects covered a wide range of CEFM prevention and advocacy activities, including strengthening local governments’ capacity, raising social awareness, and contributing to policy development processes. Below is a brief summary of these projects:
  • Eksi 25 Association developed an intervention model based on child and women empowerment for seasonal agricultural workers and their families.
  • Equal Rights Monitoring Association, in collaboration with Izmir Metropolitan Municipality, developed the “Data Collection Guide on CEFM for Municipalities” and aimed to increase local governments’ monitoring capacities through pilot implementations. This guide is expected to serve as a standard model for other municipalities.
  • Havle Women’s Association prepared a “Sexuality Communication Guide” for religious adolescent girls and their mothers, conducting training-of-trainers sessions and pilot implementations. The model is planned to be scaled up across Turkey.
  • Hayat Sende Association implemented an advocacy-based project to highlight the risk of CEFM among girls and young women raised under state protection. They also developed advocacy strategies by engaging in effective communication with public institutions.
  • Katre Women’s Counseling and Solidarity Association conducted research in Erzincan to analyze the current situation regarding CEFM and upgraded its counseling center’s capacity to handle related applications. The association also provided recommendations to raise public institutions’ awareness.
  • Mimoza Women’s Association collaborated with local public institutions and civil society organizations in Mersin on CEFM, organized capacity-building training, and ensured that CEFM prevention was included in Mersin Metropolitan Municipality’s Local Equality Action Plan.
  • ORTAKÇA Association carried out service mapping studies in Van to combat CEFM and developed awareness-raising modules for men, which were piloted in Çaldıran district.
  • Children and Women First Association organized trainings for lawyers to enhance access to justice mechanisms for individuals at risk of or affected by CEFM, especially after the February 6 earthquake, which increased the risk of child, early, and forced marriages. The project also highlighted the importance of CSO-Bar Association collaboration.
  • Roman Rights Association conducted field studies and surveys in Ankara, focusing on CEFM prevention. The association also organized awareness-raising activities with parents and children and carried out mentorship programs to support children’s school attendance and increase families’ motivation toward education.
  • Flying Broom Association developed new materials for CEFM prevention and launched the “Advocacy Program for the Prevention of Child Marriages”, which will continue until 2030.

This first implementation phase has demonstrated the importance of local and community-based efforts in addressing CEFM. We hope to further strengthen these efforts in future program phases.
