There are two systems used by the European Commission in the application process of non-governmental organizations to grant programs supported by the European Union: Prospect and PADOR.

PADOR is the European Union's “Online Data Recording Bank for Potential Applicants”. In this system, potential beneficiary organizations can register and update this database themselves.

The registration information provided to this database is information about the organization itself, not about a specific project. These data enable the European Commission to obtain information about the operational and financial capacity criteria of the organizations responding to the calls for applications and to check the conformity of the organization's structure to the call to which it has applied.

Prospect, on the other hand, is an information management system used over the internet created by EuropeAid, the Cooperation Office of the European Commission. It was created to facilitate and simplify applications for calls for proposals under the direct management* system, which refers to programs run by European Union institutions.
