The first item on the agenda in the 5th legislative year of the 27th parliamentary term was the parliament's adoption of the Paris Climate Agreement announced by President Recep Tayyip Erdoğan at the United Nations General Assembly.
No bill from any political party other than the AK party was approved
According to data on the official website of the Grand National Assembly of Turkey, 4534 bills have been submitted in the 27th legislative session since the beginning of June. 263 of the proposals submitted by the AK Party were adopted and enacted into law.
With the exception of the AK party, the legislative proposals of all political parties, including the Nationalist Movement Party, were not adopted. On the other hand, 44 legislative proposals are on the agenda, waiting for the next legislative years for the discussions in the General Assembly.
In the 5th legislative year, 83 bills were passed in the House. Eighteen of these bills were passed as omnibus bills and affected at least 199 laws, resulting in amendments to many articles of legislation. The total number of bills amended during the past legislative year was 282.
Omnibus bills; there is criticism that many bills are debated and passed in a single package relatively quickly and without any consideration in the General Assembly.
Legislative proposals from political parties other than the AK Party have not been discussed in the General Assembly
In the 5th legislative year, the ruling and opposition parties submitted a total of 789 legislative proposals. Most of the legislative proposals were submitted by the Republican People's Party (431). The People's Democratic Party (155) and the Ak Party (71) followed the CHP.
The bill submitted by a political party other than the AK Party was not discussed in the General Assembly. Of the 71 bills submitted by the AK Party this year, 35 were approved. The remaining 36 proposals have passed through the commissions and are waiting to be discussed in the next period.
The number of commission reports is decreasing
In the 5th legislative year, 60 commission reports were submitted by the main commissions as part of the negotiations on the legislative proposals.
While the Public Works, Reconstruction, Transportation and Tourism Commission and the Internal Affairs Commission did not report at all, the Foreign Affairs Commission was the main commission that worked the most due to the legislative proposals ratifying international agreements, with 26 reports.
45 percent of written questions were not answered
In the 5th Legislature, parliamentarians submitted 15,969 written questions. Only 1422 of these written questions were answered on time, while 4715 were answered after the deadline. 7334 of the written questions were not answered.
A total of 1476 assembly motions were submitted to the Presidium. The opening of 23 of these motions was approved.
In spite of the Constitution, a total of 256 reports on the waiver of parliamentary immunity were submitted
One of the debates in this legislative year was 'legislative immunity' as defined in the Constitution.
Article 83 of the Constitution states, "Council members cannot be held responsible for the voices and words of the members of the Assembly in the work of the Assembly, for the thoughts they express in the Assembly, for their repetition and disclosure outside the Assembly, unless the Assembly takes a different decision in this session on the proposal of the Presidential Council." In the 27th legislative session of the 5th legislative year, a total of 256 reports on waiver of immunity were filed.
214 of these reports were submitted for the HDP, 18 for the DBP, 10 for the CHP, 7 for the TİP, 1 for the AKP, 1 for the Good Party, and 5 for independent members of the parliament.
