We Are Looking for Independent Evaluators Under the Sub-Grant Program for Reducing Disaster Risk for CSOs Program

We are looking for independent evaluators to assess the applications submitted as part of the call for proposals under the 2nd Component of the “Supporting the Capacity of Civil Society Organizations in Disaster Risk Management Project” (ARY), which we are carrying out with the support of the European Commission.

The independent evaluators who are found suitable for the role will participate in briefing sessions on dates to be determined later.

The evaluation process of the program, which consists of three stages, is as follows:

Stage 1: Administrative check for opening and eligibility
Stage 2: Evaluation of application forms and creation of a shortlist
Stage 3: Final decision of the evaluation committee

The timeline for the evaluation process is projected as follows:

Independent evaluators will primarily be involved in the second stage, which is the evaluation of application forms.

  • Candidates who wish to serve as independent evaluators should submit their applications, considering their availability according to the work schedule provided in the table above.
  • The evaluation of sub-grant applications will be conducted online using digital tools. Independent evaluators are expected to work remotely during this stage; however, they may be invited to the STGM office for in-person meetings on dates determined by the Contracting Authority and/or the Evaluation Committee.

Required Qualifications for Evaluators

Experts participating in the evaluation process must have the following qualifications:

  • Hold at least a bachelor’s degree,
  • Have at least 10 years of professional work experience,
  • Have at least 5 years of experience in civil society and/or in the field of social/political sciences,
  • Have at least 3 years of experience in EU grant projects and technical assistance projects.

The following qualifications will be considered an asset:

  • Having served as an evaluator at least twice in grant programs targeting civil society,
  • Experience in the administrative and financial management and/or institutional development of associations/foundations/cooperatives,
  • Experience in evaluating grant programs for rights-based civil society organizations,
  • Experience in Disaster Risk Management and knowledge of related activities in Turkey.

  • Applications should be submitted via email to [email protected]. The subject line of the email should read: “REF STGM ARY Independent Evaluator 2024”.
  • Candidates should attach their CV in EU format to the application email.
  • Applications will be reviewed regularly in the order they are received, and interviews will begin without waiting for the final day. If suitable evaluators are selected, subsequent applications will not be considered. It is recommended that interested candidates apply as soon as possible without waiting for the deadline.
