Based on the need to make comprehensive regulations for the non-governmental sector as a constantly developing and changing sector, non-governmental organizations (NGOs) in their country were discussed for the first time in the Tenth Development Plan under the title of "Qualified People, Strong Society".
In line with the relevant objectives, in cooperation with the General Directorate of Civil Society Relations of the Ministry of Internal Affairs and TÜBÿTAK, in order to support research that produces guiding and innovative solutions that can be applied to both the civil society sector and the public sector by developing academic knowledge in the field of civil society in order to provide scientific input to the development of public policies. It was decided to open a special call titled "Civil Society Research".
