Special commissions and working groups with experts on the subject have also been established for the preparation process of the Twelfth Development Plan. In the relevant circular, 54 Specialization Commissions and 26 Working Groups were formed on various topics such as education, family, poverty, housing, water and climate change. One of the working groups established is entitled "Civil Society Organizations in the Development Process".
If necessary, new specialization commissions and working groups can be established by the Strategy and Budget Presidency.
The functioning of the committees and working groups, the number and quality of participants will be determined by the Strategy and Budget Presidency, and the representatives who will take the lead will be invited in an official letter.
Public institutions and organizations will support special commissions and working groups formed within the framework of the preparations for the Twelfth Development Plan, which will be carried out under the coordination of the Strategy and Budget Presidency.

The Manual of the Specialized Commissions and Working Groups for the Planning Process of the Strategy and Budget Presidency has also been published.
According to the manual, a rapporteur from the public or private sector, civil society organizations, or academia outside the Presidency will be appointed by the Presidency for each commission and working group.
