Project Description:
The purpose of the project is to strengthen capacity of the Ministry of Science, Industry and Technology (MoSIT) for better implementation, monitoring and evaluation and revising of the industrial strategy and sectoral strategies in order to enhance industrial competitiveness. The Consultant will provide technical assistance to MoSIT to strengthen its technical and the administrative capacity, raise awareness and establish a dialogue mechanism (web portal) among stakeholders. In the context of the contract, activities to be performed are:
Trainings regarding the preparation / implementation / monitoring / evaluation / development of industrial strategy;
Designing web portal for effective industrial and sectoral strategy development;
Capacity building for MoSIT units’ staff for monitoring and evaluation of industrial strategies;
Study tours;
Consultancy on competitiveness analysis;
Consultancy on improvement of EIS;
Arranging events.
Job Description:
The Team Leader (TL) will be responsible for the overall management of the project. This responsibility will include development of work plans and implementation schedules, monitoring of the project activities, concerting of the efforts for the facilitating discussions on, development and finalisations of the contractual reports as described in the ToR and as per EU procedures.
At the technical front, the TL’s inputs will be on the policy level. To that end, s/he will work closely with the executives of the governmental and non-governmental organisations. S/he will also be responsible for the interaction between the key experts, other experts and the Beneficiary and end recipient. S/he is also responsible for providing regular progress briefings to the SMC members at the SMC meetings.
Addint to the above responsibilities, the TL shall cover but not exclusively the following:
Coordinate the project’s management and implementation, including liaison with the end recipient, the Contracting Authority on the technical matters;
Manage the technical assistance team (TAT) and draw up the team’s schedule of the activities and work plans;
Ensure that the project’s outputs are in accordance with the ToR and the agreed work plans;
Define measurable indicators and control procedures for the project monitoring and evaluation.
Qualifications:
Qualifications and skills:
Bachelor degree, in the absence of the required degree, minimum 15 years of professional experience.
Post-graduate degree will be an asset.
Good command of written and spoken English.
Full computer literacy.
General professional experience:
At least 7 years of experience in the field of industrial development or SME development.
Minimum two experiences as team leader and/or manager position in technical assistance.
Projects as long-term experience (minimum full-time 6 months without any interruption).
Specific professional experience:
Minimum 3 years of experience in the field of preparation and/or reviewing and/or monitoring and/or implementation and/or development of policy and/or strategy and/or strategic plans, preferably in the field of industrial policy.
Experience in a project including technical assistance to public institutions in preparation and/or reviewing and/or monitoring and/or implementation and/or development of industrial policy and/or strategy will be an asset.
Participation in trainings as trainer or trainee, involvement in a project relevant to Europe 2020 or Lisbon Strategy will be an asset.
Experience in EU-funded TA projects will be an asset.
