
The HELP platform offers interactive courses on a wide range of current and critical issues, from freedom of expression to data protection, from refugee rights to children's rights. The courses, enriched with practical content, are open to participation free of charge in different languages. Turkish courses are also available on the platform.
It is quite easy to register to the platform. After a short membership process at help.elearning.ext.coe.int users can access the courses and start training whenever they wish. Digital certificates are also provided at the end of some courses.
New Course: Human Rights and Good Governance in Local Governments
A special course focusing on local governments has recently been added to the HELP platform. The Council of Europe's ‘12 Principles of Good Governance’ is available on the platform in 12 modules. In this course, participants can learn about basic governance principles such as transparency, accountability, participation, rule of law and efficiency. . This course aims to improve human rights practices at the local level and to analyse in depth the obligations of local authorities, citizens' rights and European standards. The course is an important resource especially for municipal employees, councillors and local decision-makers and includes theoretical knowledge as well as practical case studies.
