Capacity and Needs Analysis Survey for Adaptation to Climate Change

This survey was prepared within the scope of the European Union and the Republic of Turkey jointly funded project "Strengthening Climate Change Adaptation Actions in Turkey", in which the beneficiary institution is Environment and Urban Planning Ministry and the executing agency is the United Nations Development Program.

With the project, it is aimed to increase social resilience by strengthening adaptation to climate change, especially at the sector and city scale.

As well as all over the world, the negative effects of climate change are also felt more in Turkey with each passing day. There is a significant increase in the number and severity of disasters, especially storms, floods, floods, landslides, hail, strong snow, drought, and forest fires. The high cost of current and future impacts of climate change on economic sectors, society, and the environment makes climate change one of the most important threats to the future of the world. Even if greenhouse gas emissions that cause climate change are completely stopped today, the effects of climate change are expected to continue for many years. On the other hand, with the increase in greenhouse gas emissions, we will inevitably face much more severe effects than the effects we experience today. For this reason, it has become a necessity to include climate change in policy development and planning processes in all sectors and to adapt to the effects of climate change.

Extreme weather events, drought, irregularities in the rainfall regime pose a serious threat to water resources and the ecosystem. Due to climate hazards, it is predicted that losses will increase in all sectors, especially agriculture, tourism, trade, health, energy, transportation, and all these adversities directly affect socio-economic life and welfare.

For this reason, adaptation activities need to be implemented to reduce the negative effects of climate change and, if possible, turn them into opportunities. Compliance activities include a wide range of measures ranging from administrative, legal, political solutions to technology and engineering solutions.

Since combating climate change is a comprehensive issue that concerns all segments, the process of developing adaptation actions at national and local scale requires the active and continuous participation of all stakeholders, including central institutions, municipalities, local administrations, academia, civil society organizations, and the private sector.

This survey has been prepared to determine the current situation and capacity building needs in areas such as climate hazards, the effects of climate change, the studies carried out to adapt to the effects of climate change, the projects carried out, the stakeholders cooperated, institutional structuring, and information sharing. The survey is expected to be filled out on behalf of each institution/organization.
