EU TACSO 3 Needs Assessment Report Validation Meeting for Turkey

EU TACSO 3 Project invites you to participate at the consultation and validation meeting on the Needs Assessment Report of Civil Society of the Western Balkan and Turkey that will take place online, on 9 July 2020 from 11:00 to 13:30hrs.

The official language of the meeting is English, and the presented materials will mostly be available in English. On the other hand, the findings of the report will be presented by EU TACSO 3 team and the author of the national-level needs assessment report for Turkey (Ulaş Bayraktar/Independent Expert) in Turkish. Simultaneous English and Turkish translation during the meeting will be provided.

About EU TACSO 3

Technical Assistance to Civil Society Organizations in Western Balkans and Turkey (EU TACSO 3) is an EU-funded project in the Western Balkans and Turkey (www.tacso.eu). EU TACSO 3 aim is to strengthen the capacity of civil society organisations (CSOs) to actively take part in the democratic processes and to stimulate an enabling environment for civil society and pluralistic media development.

The purpose of the need assessment was to inform the EU TACSO 3 Capacity Development and P2P Programme design to be implemented during 2020 and 2021. It was also meant to help inform the Guidelines for EU Support to Civil Society in Enlargement Countries, 2014-2020 (EU Civil Society Guidelines) monitoring process and its review. An in-depth insight into the state of capacity of civil society has been gained through the assessment, which has been tested through consultations with civil society and other relevant stakeholders in six IPA Beneficiaries conducted in December 2019 and January 2020. Consultations in Turkey are being organised later due to the intention to coordinate this research with the national-level research conducted recently by Civil Society Development Centre (STGM) and to create synergy between the two. Consultations in Turkey are organised in partnership with the EU Delegation to Turkey and the National Resource Centre managed by STGM.

The needs assessment of civil society in the Western Balkans and Turkey has been implemented in two phases. Based on developed data-gathering methodology, the first phase took place in June and July 2019 and included initial desktop report on the state of civil society against the EU CS Guidelines. The second phase commenced during October and November 2020, whereby Balkan Civil Society Development Network (BCSDN) was selected and engaged within the EU TACSO 3 project framework to conduct the in-country date-gathering and analysis. The needs assessment encompassed the Western Balkans and Turkey region and includes particular sections such as conducive legal and financial environment, basic freedoms, relationship between CSOs and public institutions and state of CSO capacities. With this meeting, the EU TACSO 3 wants to receive feedback and inputs to ensure validation of the assessment results and revisit its Capacity Development and P2P Programme for civil society in a participatory manner.
